Governance and Policy Council

Governance is a vital aspect of the UAPB EHS-CCP Program, which ensures adherence to the implementation of the federal Program Performance Standards and the PL 110-134 (Head Start Act). In general, the Governing Board shall have legal and fiscal responsibility for the Early Head Start program, including program design and operation and long and short-term planning goals and objectives, taking into account the annual community-wide strategic planning and needs assessment and self-assessment.

The Policy Council ensures adherence to the Early Head Start Act in Section 1301.3, in accordance with section 642(c)(2)(B) and the Program Performance Standards. The Policy Council shall be responsible for the direction of the EHS-CCP Program and serve as a link to the Parent Committees, grantee agency governing body, public and private organizations, and the communities served.
