The Small Farm Program

The Small Farm Program is a part of the University of Arkansas at Pine Bluff Cooperative Extension Program. The program targets assistance to limited-resource producers and small producers (those with an income of $250,000 or less). The program is designed to work with vegetable crop, row crop, livestock and forestry producers. A special emphasis is placed on reaching producers who have not used university and U.S. Department of Agriculture (USDA) assistance.

The program takes a wholistic approach to serving its clients. First, financial planning assistance is provided to determine the feasibility of the operation. This is followed by production assistance with help from the UAPB horticulture and livestock programs. Finally, marketing education is provided, especially to those involved in alternative enterprises such as fruit, vegetables and small ruminants.

The Small Farm Program also works and partners with the different USDA agencies to ensure that targeted audiences are aware of their programs. These agencies include the Natural Resources Conservation Services (NRCS), Farm Service Agency (FSA), Rural Development (RD), Animal and Plant Health Inspection Service (APHIS), Risk Management Agency (RMA) and the Arkansas Department of Agriculture (ADA).

Beginning Farmer Program

The overall goal of the UAPB Small Farm Program is to encourage and assist small, limited resource, veteran and beginning farmers and ranchers with their operations and in participating equitably in the full range of agricultural, forestry and related programs offered by the U.S. Department of Agriculture.

The UAPB Small Farm Program’s Beginning Farmer and Rancher Development Program is designed to assist those who have been farming for 10 years or less in 20 counties in northeast, southeast and southwest Arkansas. The farmers are able to increase their success in farming, ranching and management of nonindustrial private forest lands.

With the support of partners, the program provides education, mentoring and technical assistance to participants. Beginning farmers and ranchers increase their knowledge and skills and gain the necessary tools to make informed decisions that enhance the sustainability of their operations.

Keeping it in the Family (KIITF) Sustainable Forestry and Land Retention Program (SFLR)

Keeping it in the Family Program

The UAPB Small Farm Program promotes sustainable forestry for small and limited resource landowners who often lack a knowledge of forestry. In 1910, approximately 19 million farm acres were owned by African Americans. Over time, these landowners witnessed a substantial decrease in their landholdings, often due to discrimination and other predatory practices. By 2017, African Americans possessed fewer than 3.8 million acres of farmland. To begin to address this dramatic loss, the U.S. Endowment for Forestry and Communities created the Sustainable Forestry and Land Retention (SFLR) program in 2012. Sustainable forestry provides a way for African American and limited resource landowners to maintain their deep and often ancestral ties with the land, while at the same time derive income from their holdings and keep it in the family for generations to come.

The Rise of Keeping it in the Family

The pilot SFLR project, which included sites in North Carolina, South Carolina and Alabama, quickly began to exceed expectations and the search began for additional program partners. In response to this call, the UAPB Small Farm Program launched the Keeping it in the Family (KIITF) SFLR program in 2016. KIITF initially targeted seven counties in southwest Arkansas. Today, KIITF serves 18 central and southern counties. The project promotes intergenerational land retention, empowering African American and limited resource landowners through technical assistance from a dedicated team trained in forestry management, conservation and financial assistance. The KIITF team also provides legal resources to address landowners’ property challenges.

KIITF serves landowners in Sevier, Little River, Miller, Lafayette, Hempstead, Howard, Pike, Nevada, Columbia, Ouachita, Clark, Dallas, Union, Bradley, Cleveland, Calhoun, Drew and Jefferson Counties. The project’s team members conduct site visits, develop written forest management plans, offer technical support from a certified forester or conservationist and provide legal resources to 266 landowners. Collectively, participants own 15,443 acres, including 12,057 forest acres.

The UAPB Small Farm Program partners with the Arkansas Department of Agriculture – Forestry Division, Natural Resources Conservation Service, Arkansas Association of Conservation Districts and the Silas H. Hunt Community Development Corporation. It has also partnered with the Bowen School of Law at the University of Arkansas and the Arkansas Land Community Development Corporation in providing legal outreach and assistance to landowners.

The SFLR Network partners include American Forest Foundation, Natural Resources Conservation Service, JPB Foundation and the U. S. Forest Service.

Heirs' Property Program

The Heirs’ Property Program includes the following components aimed at helping landowners prevent and resolve heirs’ property issues and fully utilize their land for economic and personal benefits:

  • will clinics – providing estate planning and drafting simple wills.
  • educational seminars – heirs’ property and land retention seminars will be conducted.
  • legal consultations and assistance – limited free legal consultations with title resolution.
Crop and Livestock Production Program

This program assists farmers in growing vegetables and row crops. Farmers are assisted in developing a production plan that includes suitable variety selection, fertilizer based on soil test recommendations and a weed control plan implemented early to control resistant weeds. The staff will help farmers develop an Integrated Pest Management (IPM) plan and an Irrigation Water Management (IWM) Plan. Livestock producers are assisted in developing a grazing management plan and a herd health plan. Additionally, the UAPB Livestock specialist is available to help ranchers.

2501 Program (Small Farmers Outreach Training and Technical Assistance Program)

This program is designed to help producers own, operate and maintain their operations by assisting them in using different U.S. Department of Agriculture programs. This includes completing applications to get accepted into the programs. The following programs are supported:

  • USDA Operating and Farm Ownership Programs.
  • USDA Conservation Programs.
  • USDA Crop Insurance Programs and the Noninsured Assistance Program (NAP).
  • USDA Food Safety Program (Good Agricultural Practice (GAP) certification.

Program opportunity – Conservation Awareness Program

The Conservation Awareness Program educates small and limited resource producers on conservation programs with an emphasis on the Environmental Quality Incentive Program (EQIP). Participants learn about EQIP and are provided with assistance in selecting EQIP conservation practices that can be added to their operations to improve the land. They receive assistance in completing EQIP applications, which are submitted to the Natural Resources Conservation service (NRCS) for funding, and are also assisted in obtaining Farm Numbers, which are required to participate in USDA Programs.

Farm Business Training Program

Farm Business Training Program

The Small Farm Program’s Business Training Program was developed to assist small and limited resource producers in obtaining USDA loans. Participants learn to develop and utilize balance sheets, income statements and cash flow statements. These tools are used to help producers make operating, financing and investment decisions. The program also features educational workshops and assistance with farm business planning, selecting farm business structures, crop insurance and credit counseling.
