Early Head Start-Child Care Partnership

The UAPB Early Head Start-Child Care Partnership (EHS-CCP) is a research-based initiative designed to provide family-centered services for low-income families that promote the development of children and prepare them for the transition into preschool. The initiative fosters the parents’ efforts to fulfill their parental roles and helps them move toward self-sufficiency. The initiative further promotes continuity of care for the entire family through adherence to a research-based fidelity model, strong family engagement and connections to essential resources for daily living.

Early Head Start was established by the 1994 reauthorization of the Head Start Act as a program for low-income families with infants and toddlers and pregnant women. The program is administered by ACF’s Office of Head Start (OHS). In creating Early Head Start, Congress acted upon evidence from research and practice indicating that the time from conception to age three is critical for human development and, for infants and toddlers to develop optimally, they must have healthy beginnings and the continuity of responsive and caring relationships.

Early Head Start programs provide family-centered, full-day, full-year services designed to promote the development of the youngest children and engage parents in their roles as primary caregivers and teachers of their children. The program promotes the school readiness of low-income children in relationship-based learning environments that support their academic, emotional and physical development. EHS-CCP programs also provide health, educational, nutritional, social and family support services.
