Robert Z. Carr, Jr., Ed.D.
Provost and Vice Chancellor for Academic Affairs

Dr. Robert Z. Carr, Jr.

Provost and Vice Chancellor for Academic Affairs, joined the University of Arkansas at Pine Bluff in August 2017. In this position as chief academic officer, Dr. Carr works closely with deans, faculty, staff and students to develop, implement, and promote educational and scholarship goals and provides leadership to ensure excellence in the university’s mission. He oversees the academic affairs division, which includes addressing all budgetary and policy priorities, and he partners with Chancellor Laurence B. Alexander to implement UAPB’s strategic plan. Prior to this appointment, Dr. Carr was Dean and Professor of Education in the School of Education and Psychology at Alcorn State University (ASU). His prior career experience also includes Dean and Associate Professor for the School of Education and Behavioral Sciences at Langston University and Director of Professional and Field-Based Experiences and Assistant Professor of Education at Jackson State University. Dr. Carr has been a National Council for Teacher Education (NCATE) board of examiners member and national team chair and is currently a Council for the Accreditation of Educator Preparation (CAEP) site visitor.

A true higher education trailblazer, Dr. Carr led Alcorn State University to become the first historically black university in the nation and first institution of higher learning in the state of Mississippi to CAEP accreditation. In addition to the CAEP accreditation, Dr. Carr also spearheaded a technological overhaul at ASU where he led an effort to transform numerous classrooms into smart classrooms. Dr. Carr earned a bachelor’s degree in psychology from Tougaloo College, a master’s degree in curriculum and instruction from Oklahoma State University, a second master’s degree in educational leadership from Walden University, and a doctorate in curriculum and instruction from Oklahoma State University. He also completed the Harvard Institute for Management and Leadership in Education in 2013. Dr. Carr is married to Mrs. Angela Luckett Carr and together they have four children: Courtnie, Robert III, Cayleigh, and Camryn. Dr. Carr is proud to be part of the UAPB pride!
